जलयुक्त शिवार योजना गुंडाळण्याची शक्यता

राज्यातील सत्तांतरानंतर 'जलयुक्त शिवार योजने'तील गैरव्यवहार चव्हाट्यावर येण्याची दाट शक्यता आहे. या योजनेत राज्यभरातील एक हजार ३०० प्रकरणात अनियमितता झाल्याचे जाहीर करण्यात आले होते. नवे सरकार योजनेतील जुन्या कामांची चौकशी केल्यानंतर योजना गुंडाळण्याची चर्चा प्रशासकीय स्तरावर सुरू आहे.

मूळ शास्त्रशुद्ध पाणलोट कार्यक्रम राबवण्याची मागणी तज्ज्ञांनी केली आहे. राज्यात सत्ता परिवर्तन झाल्यानंतर 'जलयुक्त शिवार योजना' प्रशासकीय आणि राजकीय पटलावर चर्चेत आली आहे. माजी मुख्यमंत्री देवेंद्र फडणवीस यांनी राज्याला टँकरमुक्त करण्यासाठी ही महत्त्वाकांक्षी योजना राबवली होती. पाच वर्षांच्या कार्यकाळात जवळपास आठ हजार कोटी रुपये योजनेवर खर्च करण्यात आले. नदी खोलीकरण-रुंदीकरण, पाणी अडवणे आणि जिरवण्यावर योजनेचा भर होता. जलस्रोत जिवंत करण्यासाठी योजनेचे शास्त्रीय दृष्टिकोनातून नियोजन केले होते, मात्र बहुतेक ठिकाणी अशास्त्रीय पद्धतीने कामे उरकल्याने योजना यशस्वी झाली नाही, असे तज्ज्ञांचे मत आहे. मराठवाड्यात निम्म्या गावातील कामे रखडली आहेत. या योजनेने 'पोकलेन लॉबी'
पोसल्याचा आरोपही झाला आहे. बीड जिल्ह्यात 'जलयुक्त शिवार योजने'चा भ्रष्टाचार उघडकीस आल्यानंतर २४ अधिकाऱ्यांवर कारवाई करण्यात आली होती. पुरंदर तालुक्यातील भ्रष्टाचार लाचलुचपत प्रतिबंधक विभागाने उघड केला होता. विशेष म्हणजे 'जलयुक्त शिवार योजने'च्या एक हजार ३०० प्रकरणात अनियमितता झाल्याचे तत्कालीन जलसंधारणमंत्री तानाजी सावंत यांनी विधान परिषदेत सांगितले होते. त्यामुळे ही योजना भ्रष्टाचाराने घेरल्याचे उघड झाले होते. सत्ता परिवर्तन झाल्यानंतर जुन्या योजना कायम ठेवण्याबाबतचा निर्णय अधांतरी आहे. पाणी टंचाई आणि शेतीची दूरवस्था पाहता मराठवाडा आणि विदर्भात सिंचन योजनांची गरज आहे. त्यामुळे 'जलयुक्त' योजना कायम राहण्याची शक्यता आहे, मात्र भ्रष्टाचाराच्या प्रकरणाची सखोल चौकशी होणार असल्याचे वरिष्ठ अधिकाऱ्याने सांगितले. याबाबत शासनाला अहवाल प्राप्त झाले आहेत. प्रचंड गाजावाजा झालेली 'जलयुक्त शिवार' योजना अडचणीत सापडली आहे. दरम्यान, 'जलयुक्त शिवार योजना अशास्त्रीय पद्धतीने राबविल्याचा आक्षेप प्रा. एच. एम. देसरडा यांनी घेतला होता. प्रा. देसरडा यांनी २२ जिल्ह्यांचा दौरा केल्यानंतर हायकोर्टात याचिका दाखल केली होती. या योजनेत 'माथा ते पायथा' असे शास्त्रशुद्ध काम नसल्याचे पुरावे सादर केले होते. हायकोर्टाच्या आदेशानंतर राज्य सरकारने २०१६मध्ये एक चौकशी समिती नेमली होती. या समितीने नऊ गावांची पाहणी करून अहवाल सादर केला होता. या अहवालावर प्रा. देसरडा यांनी टीका केली होती. अशास्त्रीय कामांमुळे पर्यावरणाचा ऱ्हास झाला. परिणामी पाणी पातळी खालावल्याचे देसरडा यांनी स्पष्ट केले होते. योजनेंतर्गत पाच लाख विकासकामे केल्याचा सरकारचा दावाही देसरडा यांनी खोडला होता.
